What is the Blue Card?
The Blue Card process is an important tool that helps referees protect player welfare during a match. When a player shows signs or symptoms of concussion, the Blue Card allows referees to remove them from the game so they can receive the care and assessment they need.
By identifying possible concussion early, the Blue Card supports immediate player safety and ensures players follow the correct concussion management process before returning to rugby. This helps reduce the risk of further injury and protects the long-term health of players.
A concussion can be a serious injury and must be managed carefully.
If a player receives a head knock during a match and shows signs or symptoms of concussion, the referee may issue a Blue Card.
When a Blue Card is issued:

The player cannot return to the match.

The player must follow the Graduated Return to Play (GRTP) process before returning to rugby.
The Blue Card helps ensure players with a suspected concussion receive the appropriate medical assessment and recovery time before returning to the game.
Your Role as a Referee
Your role as a referee is crucial for player safety. By setting clear expectations, enforcing the laws consistently, and using tools like the Blue Card when necessary, you help create a safer environment for everyone on the field.
Before the Game
Set clear expectations by meeting with coaches and captains before the game. Explain your approach to tackle height, mitigating circumstances, and penalty enforcement. Encourage open communication with team leaders and clarify any rule questions or concerns.
During the Game
Monitor play carefully, particularly in tackle situations where head contact or dangerous actions may occur. Apply the laws consistently and deal with dangerous play immediately. If a player shows signs or symptoms of concussion, issue a Blue Card and ensure the player is removed from the game.
The Blue Card Process
Use a Blue Card when a player shows signs of concussion or when you witness a concerning head injury incident. Once issued, the player must leave the field and cannot return to the match. The referee then completes a Blue Card report and submits it to the Provincial Union. The player will be supported through the appropriate concussion management and return-to-play process.
Beyond the Blue Card
Remain alert for less obvious signs of injury and trust your judgement if something does not look right. Maintain clear communication with team staff and explain decisions to players when appropriate. Your actions play an important role in protecting the wellbeing of players and supporting a safe game.
